Ukrainian President Volodymyr Zelenskiy is presenting a plan to end the war with Russia on the sidelines of the United Nations General Assembly’s annual meeting in New York. Western officials are seeking to lower his expectations. Meanwhile, President Joe Biden may announce a large military assistance package that would be sent to Ukraine from US inventories.
